浅析黄庄派出所辖区内赌博现象问题-以赌博机赌博为例

摘  要

安徽黄庄近年来，伴随着政府政策、粮食价格上升、农民外出打工和乡镇企业就业、经济作物和畜牧业发展情况等。农村经济得到很大的发展，农民的收入也不断增加。然而就在人民生活水平有了一定的提高，手头有点闲钱的时候。一股赌博之风却悄悄蔓延开来。

笔者在实习期间，发现安徽黄庄派出所辖区内赌博现象猖獗，赌博手段日益增多，导致派出所民警在社会治安管理中有不小的困难，赌博人数之多，赌博类型之广对社会造成严重的不良影响。其中以赌博机赌博为重点派出所展开重点搜查，集团作案，分工明确；涉案区域广，往往销往全国10多个甚至20多个省份；金额大，从数十万元到百万元不等。且嗜赌成瘾者常常贪恋赌博，有工不做、有家不回，不择手段筹集赌资；四处举债且有借无还，家庭破裂债务众多。在派出所实习的过程中收集资料查看案例。根据民警们的实战经验，挽救嗜赌者、净化社会风气，笔者以赌博机赌博现象为例展开分析。

Abstract

Anhui Huangzhuang recent years, accompanied by government policies, rising food prices, farmers work outside the home and township enterprises employment, economic development and other crops and livestock. Rural economy has been greatly developed, the income of farmers is increasing. However, in people’s living standards have improved to some extent, when a little spare cash on hand. An Gambling wind quietly spread.

During the internship I found within the jurisdiction of the police station in Anhui Huangzhuang rampant gambling, gambling means increasing, leading to the police station had no small difficulty in social security administration, the number of people gambling, gambling type of broad social cause serious adverse influences. Which focus on gambling machines gambling expand the focus of police searches, crime groups, clear division of labor; wide area involved, often sold to more than 10 or more than 20 provinces; large amounts, ranging from several hundred thousand to one million yuan. And gambling addicts are eager for gambling, not to have a job, does not return home, do anything to raise money for gambling; around debt and have no further borrow, family breakdown many debts. See the case at the police station to collect data during the internship. According to the police’s actual combat experience, who save gambling, purify the social atmosphere, the author of gambling machines gambling phenomenon as an example to analyze.
