建筑施工安全管理

摘 要

建筑业的生产活动危险性大，不安全因素多，是事故多发行业。建筑工程重大安全事故频频发生、伤亡人数居高不下，给人们的生命财产造成了巨大损失。如何采取有效措施减少安全事故的发生，一直是业内外人士关注的重点。要加强安全生产管理,可以从落实安全责任制，加大并保证安全资金的投入，做好安全技术交底，强化施工现场的管理意识,对管理人员和操作人员进行必要的教育培训等方面入手。

近几年在建筑工程施工工地因施工人员复杂，工程工期紧，作业环境差，施工过程危险源多，作业人员的安全意识偏底。安全事故时有发生,如高空坠落、坠物伤人、触电、土方坍塌、机械倾覆等,酿成人员伤亡,给施工企业造成不同程度的经济和财产损失。虽然强制实行了建筑企业安全生产许可证制度，加强了建筑市场的准入控制，并进一步加强对建筑企业施工现场的生产安全检查力度，但伤亡事故仍然时有发生。

本人认为，伤亡事故多主要是由建筑行业的特点决定的。而安全管理是一门科学，是一项专业性、政策性、群众性、综合性非常强的工作。随着经济的持续发展，人民生活水平的不断提高，建筑业从业人员以及全社会都对工程建设过程中的安全管理水平提出了越来越高的要求，传统管理模式已经不适应时代要求。现在需要应用科学的现代企业安全管理模式，不断提高安全管理水平，真正把安全管理工作做好。因此，做为建筑企业，应认真研究建筑业安全管理的现状，树立新的安全管理理念，建立新的符合建筑业管理规律和项目管理特点的安全管理模式，为最大限度的减少或杜绝安全事故而努力。

Production activities of construction risk is big, many unsafe factors, is the industry with accidents. Construction engineering major safety accidents occur frequently, the number of casualties is high and caused huge losses to people’s life and property. How to take effective measures to reduce the occurrence of safety accidents, has always been the focus of all attention. To strengthen production safety management, can from the implementation of safety responsibility system, the investment and ensure the security funds, completes the safety technical disclosure, strengthen the awareness of construction site management, the management and operating personnel with the necessary education and training and other aspects.

In recent years in building engineering construction site construction personnel is complicated, the tight project, the working environment is poor, the construction process hazards, the safety awareness of workers slant bottom. Safety accidents have occurred, such as falling, falling objects, mechanical injury, electric shock, earthwork collapse capsized, etc., caused casualties, to construction enterprises lead to different degree of economic and property losses. While enforcing the construction enterprise safety production license system, strengthen the construction market of access control, and to further strengthen the production of construction enterprise construction site safety inspections, casualty accidents still occur.

I think, more casualties accident is mainly decided by the characteristics of construction industry. And safety management is a science, is a professional, policy, public participation, comprehensive very strong work. With the sustained development of economy, the continuous improvement of people’s living standards, construction workers, as well as the whole society to safety in the process of project construction management level higher and higher demands are proposed, the traditional management pattern has not adapt to The Times. Now need to apply scientific modern enterprise safety management mode, continuously improve the level of safety management, really do safety management work well. As a construction enterprise, therefore, should be carefully studied the current situation of construction safety management, set up the new safety management idea, establishing the new accord with the characteristics of construction management and project management safety management mode, to minimize or eliminate safety accidents.
