长春市生活垃圾分类处理的问题及对策研究毕业论文

[摘    要] 随着城市的快速发展，人们的生活水平和消费水平的不断提高，城市生活垃圾的产量也随之增加，垃圾产生的环境污染问题日益严重，城市生活垃圾的分类处理成为了人们面临和需要解决的问题。长春市作为吉林省的省会城市，自2018年3月政府出台了《关于推进我市生活垃圾分类工作的实施意见》之后的两年内，长春市已经基本建立了具有“长春特色”的生活垃圾分类模式，并取得初步成效，但是生活垃圾的分类处理是一项长期的、系统的工程，长春市的垃圾分类处理还有很长的路要走，还有许多存在的问题需要解决。

本文以长春市生活垃圾的分类处理为研究对象，对长春市生活垃圾分类处理的现状进行了分析，指出了垃圾分类观念未深入人心、垃圾分类的公共设施建设不完善、生活垃圾分类缺乏强制的管理手段、生活垃圾分类处理技术有待研发这四个问题，并通过借鉴日本生活垃圾分类处理的成功经验，提出了提高市民垃圾分类的参与度、设置科学的城市生活垃圾分类设施、构建城市生活垃圾分类的法律体系、创新垃圾分类处理的技术这四个具有针对性的解决对策。希望能够为未来长春市生活垃圾的分类处理提供一些建议。

[Abstract] With the rapid development of the city, people’s living standard and consumption level continue to improve, the output of urban domestic waste also increases, the environmental pollution caused by garbage is increasingly serious, the classification of urban domestic waste has become a problem that people are facing and need to solve. Changchun, as the capital city of Jilin Province, has basically established a domestic waste classification model with “Changchun characteristics” and achieved preliminary results within two years since the government issued the implementation opinions on promoting the classification of domestic waste in Changchun in March 2018. However, the classification and treatment of domestic waste is a long-term and systematic project. Changchun’s waste Classification still has a long way to go, and there are many problems to be solved.

This paper takes the classification and treatment of Changchun municipal solid waste as the research object, analyzes the current situation of classification and treatment of Changchun municipal solid waste, points out that the concept of garbage classification is not deeply rooted in the people’s mind, the public facilities construction of garbage classification is not perfect, the classification of domestic waste is lack of mandatory management means, and the classification and treatment technology of domestic waste needs to be researched and developed Based on the successful experience of classification and treatment of living garbage, the paper puts forward four targeted solutions, which are to improve the participation of citizens in garbage classification, to set up scientific classification facilities of urban living garbage, to build a legal system of urban living garbage classification, and to innovate the technology of garbage classification and treatment. Hope to provide some suggestions for the classification and treatment of Changchun municipal solid waste in the future.
